Maritime Exchange for Delaware

Lisa Himber is Vice President of the Maritime Exchange for the Delaware River and Bay, a not-for-profit trade association.  The Maritime Exchange represents the interests of port businesses and related organizations operating throughout the Delaware River port business community.

 

Ms. Himber is responsible to effect policies associated with the achievement of the organization's mission to promote maritime commerce at Delaware River and Bay ports.  Accordingly, she is responsible for the successful identification, implementation, and management of such Maritime Exchange programs as:  the port-wide computer and information network; membership recruitment and retention efforts; workshops and seminars; government affairs and public policy; communications and public relations; and organizational administrative policies and procedures.

 

Prior to this appointment, Ms. Himber served as Director of Operations and Computer Operations Manager for the Maritime Exchange. She has been responsible for the initial design, development, implementation and user support for the various port automation programs operated by the Exchange.  These include, among others:

 

           Partnering with the Transportation Security Administration on the TWIC program

           The TRACS electronic cargo manifesting and release system tied into USCBP

           An electronic advance notice of vessel arrival program tied into the USCG eNOA/D and CBP APIS systems

           The PORTS tide and weather system developed in partnership with the National Ocean Service, and

           The private Delaware River and Bay Vessel Traffic Information System operated jointly between the Maritime Exchange and the Pilots’ Association for the Bay and River Delaware.

 

Ms. Himber is Vice-Chair of the National Maritime Security Advisory Committee and Chair of Maritime Information Services of North America (MISNA).  She is also a member of the National Association of Maritime Organizations, where she chairs its Chairs the CBP Committee.  In addition, she serves as Vice President of the Seamen's Center of Wilmington and is a member of the Area Maritime Security Committee and its Managing Board.

 

Other professional affiliations include the American Association of Port Authorities Information Technology Committee; the Customs Electronic Systems Action Committee and the Customs ACE Trade Support Network, where she serves on the working groups associated with the development the Multi-Modal Manifest data elements and the International Trade Data System, a project which would centralize international trade data processing for 104 federal agencies.

 

Ms. Himber is a graduate of the University of Delaware and lives in Wilmington, Delaware.
